Procurement & Logistics Leader
崗位職責:
1.Responsible for formulating and implementing the purchasing strategy for the branch company in Congo, ensuring the timely supply of equipment, spare parts, tools, consumables and other materials required for the operation and maintenance of offshore oil and gas platforms.
2.Establish and maintain a supplier resource database, evaluate, select and optimize local and international suppliers, and ensure that the procurement costs, quality and delivery cycle meet the company's requirements.
3.Responsible for negotiating, signing and supervising the execution of procurement contracts, ensuring compliance and reducing procurement risks.
4.Coordinate with the headquarters' purchasing department to ensure the implementation of the global purchasing strategy in the Congo market.
5.Manage the purchasing budget, optimize purchasing costs, and regularly analyze purchasing data to propose improvement suggestions.
6.Coordinate international maritime and air transportation, as well as local logistics channels in Congo, optimize transportation plans, and reduce logistics costs.
7.Manage customs clearance procedures to ensure that imported and exported materials comply with relevant regulations of Congo and international standards, and avoid any impact on project progress due to logistics issues.
8.Establish an emergency logistics mechanism to handle unexpected situations (such as urgent spare parts requirements, transportation delays, etc.), ensuring uninterrupted operation of maintenance work.
9.Supervise and manage local warehouses to ensure reasonable inventory and consistency between records and actual stock, avoiding shortages or overstocking of materials.
10.Establish and manage the procurement and logistics team, formulate work procedures and performance assessment standards, and enhance team efficiency.
11.Other tasks assigned by the superior.
任職要求:
1.Procurement,logistics, supply chain management and related majors, with a bachelor's degree or above.
2.Professional in procurement or logistics in marine & offshore area.
3.More than 10 years of experience in procurement or logistics-related fields, with at least 5 years of experience as a procurement or logistics supervisor and managing a team of no less than 3 people.
4.More than 5 years of experience in international project procurement or logistics management, with a management team of no less than 5 members.
5.Have a good understanding of the basic principles and practices of procurement and logistics management, and be capable of stablishing a procurement and logistics system.
6.Having a professional certification in supply chain management (CSCP) or in logistics transportation and distribution (CLTD), or other qualifications related to logistics or customs affairs.
7.Be proficient in using office software such as Excel and Powerpoint.
8.Good command of English or French.
